Commissioned to undertake the management and operation of cultural facilities and cultural promotion activities by the Hyogo Prefectural Government, the Hyogo Arts & Culture Association has been carrying out various programs to establish Hyogo as Japan's center of artistic and cultural events, where arts and culture will constitute an integral part of the lives of local residents and contribute to the emotional and physical well-being of society.

Promotion of a variety of artistic and cultural events
The Hyogo Arts & Culture Association offers various venues for local residents to engage in artistic and cultural activities, and also carries out cultural and artistic events in a variety of genres, including painting, sculpture, and literature.

Venue for young artists and creators to develop their talents
The Piccolo Theater encourages artistic, cultural and creative activities among local residents with its large, mid-size, and small halls, practice and exhibition rooms, and performing arts reference materials. It also offers opportunities to enjoy and experience performing arts, and carries out various other cultural programs, including the opening of schools to learn about theatrical plays and stage techniques.
The Piccolo Theater is home to the Piccolo Theatrical Company, the first prefectural theatrical troupe in Japan, which gives enjoyable and impressive performances at public halls and schools both in and out of Hyogo Prefecture, and conducts outreach activities to increase public interest in cultural events.
